The VA loan limit is the maximum amount the VA will guarantee on a no-down-payment loan in a given county. Veterans with full entitlement can borrow above the limit with zero down. Veterans with reduced entitlement must factor the limit into the down payment.
You typically have full entitlement if you've never used your VA loan benefit, or if you've paid off a previous VA loan and sold the property. Otherwise your entitlement is reduced and the loan limit applies to your $0-down loan amount.
